City Council candidate Brian Fox (center) hosts a news conference Tuesday at the 77th Street “R” Train station in Bay Ridge, the scene of a morning rush-hour stabbing on Monday.

Mr. Fox called for the reimplementation of “Broken-Window” policing in the five boroughs and for the re-funding of the New York City Police Department whose budget was deeply slashed last year.

Mr. Fox is running for the 43rd Council seat — Bay Ridge, Dyker Heights, Bensonhurst, Bath Beach —  against incumbent Justin Brannan who supports the continued defunding of the NYPD, no-cash-bail, and the continued suspension of “Broken-Window” policing.
